East Honolulu Watershed Management Plan (Final Draft)

May 24, 2024 – The Honolulu Board of Water Supply and the Department of Planning and Permitting completed the development of the East Honolulu Watershed Management Plan (EHWMP). The plan has been prepared in accordance with the State Water Code Chapter 174C, HRS and the City and County of Honolulu Ordinance Chapter 30, ROH. This is one of eight district water management plans that together will comprise the Oʻahu Water Management Plan.

The final draft of the East Honolulu Watershed Management Plan is now available. Mahalo to the community for input into this plan.

Community input on the public review draft was accepted from July 31, 2023 through September 24, 2023. Input was accepted by email, phone, and a virtual meeting was held on August 24, 2023.

Goal

To formulate an environmentally holistic, community-based, and economically viable watershed management plan that will provide a balance between the:

  1. Preservation and management of Oʻahu's watersheds, and
  2. Sustainable ground water and surface water use and development to serve present users and future generations.

Objectives

  1. Promote sustainable watersheds.
  2. Protect and enhance water quality and quantity.
  3. Protect Native Hawaiian rights and traditional customary practices.
  4. Facilitate public participation, education, and project implementation.
  5. Meet future water demands at reasonable costs.

Planning Process

The planning process will integrate land use and water resource management to achieve: 

  1. Inclusive community participation and consultation.
  2. Holistic management of watershed resources.
  3. Policy alignment with important State and City policies and programs.
  4. Action orientated to facilitate implementation of important watershed management programs.
  5. Ahupua'a-based management principles.

Community Meeting #4 - Thursday, August 24, 2023 from 6:00 p.m. to 8:00 p.m.

  • Topic: A virtual community meeting is being held to share information about the district's Watershed Management Plan Public Review Draft. Join us to learn about and provide input on the process for developing the plan, what's included in the plan, and how the plan will be implemented.

  • Topic: The Honolulu Board of Water Supply’s East Honolulu Watershed Management Plan (EHWMP) hosted a virtual open house and held a public meeting to gather community input on the draft policies, projects, and strategies to address water resource issues identified through the EHWMP planning process.

  • Topic: Understanding water supply and demand is important for ensuring adequate and sustainable water supply for current and future generations. This community meeting is being held to share information about East Honolulu's existing water demand and preliminary Future Water Demand Scenarios for the district's Watershed Management Plan. Join us to learn about these scenarios and to share your input about your water needs and water conservation.
