I am interested in working with the Board of Water Supply (BWS). Where can I find the Terms and Conditions?

The BWS posts the General Terms and Conditions (GTC) for each project category online. A link to each GTC can be found in the Documents section for each category on the procurement homepage (see screen shot for reference). Links to legal documents can be found at the bottom of the homepage, as well.

How can I request a copy of the specifications for a project?

Some projects will have the specifications available for download from the BWS Procurement website. For those projects that are not available online, interested parties may request a copy of the specifications by sending an email to the BWS Procurement Office at fn_procurement@hbws.org and providing their mailing information along with their FedEx account number.  Projects solicted September 1, 2019 or later will have the specifications available for download on the Hawaii e-Procurement System (HePS).

Are detailed specifications for each project available online?

Depending on the size of the files, not all projects will have the specifications available for download. For construction projects, for example, the majority of the projects will be burned to CD. In those situations, CDs will be available for pick up from the BWS Procurement Office at the Public Service Building in Room 201. Or, the CDs can be mailed at the requestor's expense.  Projects solicted September 1, 2019 or later will have the specifications available on for download on the Hawaii e-Procurement System (HePS).  If you would like a burned copy of a solicitation that was posted September 1, 2019 or later Contractors may order hard copies of plans and specifications directly from Arc Document Solutions, LLC, 680 Queen Street, Honolulu, Hawaii 96813, telephone (808) 536-6148, the Board of Water Supply contracted printing vendor, at their own expense.

Do I need to register to view the BWS procurement projects online?

*** Effective Tuesday, September 3, 2019, the Board of Water Supply (BWS) is moving all its notifications for competitive sealed bids and proposals from its BWS Procurement Website to the Hawaii e-Procurement System (HePS). This move applies only to sealed bids and proposals for goods, services, and construction; notices for sole source, exemption, and professional services contracts will remain on the BWS website. ***


Yes, to view notices sole source, exemption, and professional services contracts, you must register with the BWS procurement website to view the project details. You will be asked to register or login (see screen shots for reference) when you click to view details for a particular project.

The registration process just take a few minutes to complete. After you submit the online registration form, be sure to check your email for the confirmation notice that contains a link to verify your registration. Once your registration is confirmed, you will able to view the project details online.

I'm having trouble registering or I haven't received my confirmation email yet.

Yes, there are several things we suggest you try.

  1. Check your spam filters on any incoming emails. Sometimes filters will block emails from certain email addresses; they can also be programmed to block emails with subject headings containing certain words or phrases -- in this case, "Board of Water Supply Procurement: Confirm Your Registration" -- where the phrase "confirm your registration" might be flagged to be blocked.
  2. Add the following addresses to your Safe Sender list: no-reply@mg.boardofwatersupply.com and fn_procurement@hbws.org.
  3. You may need to mark the BWS procurement website as a trusted site before attempting to register.

Will we get automatic notification of any new projects?

At this time, it is your responsibility to check the BWS procurement website for any new projects. The upgrade of the procurement website is part of ongoing efforts to improve the user experience with the BWS. If an automatic notifcation feature is something you would like us to consider, please let us know at fn_procurement@hbws.org.  

For current projects, subscribe to become a plan holder for those of interest so that you will receive automatic notifications of any updates made to them.

What is a plan holder?

When you view a particular project, you have the option of subscribing to become a plan holder for that project. As a plan holder, you will receive automatic email notifications of any updates to the project, such as addendums, bid results, and awards. Addendums are available to download from the procurement website. To subscribe for a particular project, click on the button on the right-hand side of the page (see screen capture).

I forgot my password for the BWS procurement website.

Please use the Forgotten Password link on the procurement website. Click on the link that appears below the Log on button (see screen shot). A field to enter your email address will then be displayed. Once you enter your password, click on the Send Password button, and a temporary password will be sent to you.
