Honolulu Board of Water Supply Welcomes Max Sword to its Board of Directors

HONOLULU – Max J. Sword has been appointed to the Board of Water Supply’s (BWS’s) Board of Directors. 

He is the owner of Max J. Sword & Associates, LLC, a firm specializing in government and community affairs.  He retired as vice president of industry affairs at Outrigger Enterprises Group, after 30 years with the company, where he was responsible for promoting Outrigger Hotels and Resorts and Hawaii’s visitor industry to a wide range of local communities and audiences, including community leaders, government officials, and business operators. Sword attended Punahou School and Peru State College in Peru, Nebraska.

Sword has served on several nonprofit and government boards, including the Hawaii Hotel Association, the Judicial Selection Commission, the Legislative Salary Commission, the Honolulu Police Commission, and the Honolulu City Council Reapportionment Commission.

Sword joins current Board members in overseeing and determining the policies and direction of the BWS. Those Board members are:

  • Bryan P. Andaya – Board Chair and Member since September 2015, Andaya is vice president and chief operating officer of L&L Franchise, Inc.
  • Kapua‘ala Sproat – Vice Chair and Member since May 2015, Sproat is associate professor and environmental law clinic director at the University of Hawai‘i at Mānoa William S. Richardson School of Law and counsel for Earthjustice.
  • Kay C. Matsui – Member since September 2016 and chief executive officer marketing director for World Financial Group, a Transamerica Financial Company, as well as Branch Office Manager for Transamerica Financial Advisors, Inc., a Certified Educator with Heartland Institute of Financial Education, and is licensed in life and health insurance, securities, and real estate sales.
  • Ray C. Soon – Member since October 2017 and retired Chief of Staff to Mayor Kirk Caldwell as well as founder of the consulting firm Solutions Pacific.
  • Ross S. Sasamura – Ex-Officio Member and currently director and chief engineer, City and County of Honolulu Department of Facility Maintenance.
  • Jade T. Butay – Ex-Officio Member and currently director, State of Hawaii Department of Transportation.

Sword fills the Board vacancy left by David C. Hulihee, chairman of the board and president of Royal Contracting Company, Limited.  Hulihee’s term ended in June 2018.  The BWS extends its appreciation to Hulihee for his service to the Board and the community.
